It looks like it's missing a link. The fact that the plating is gone on the hook leads me to believe that it's been hammered upon. The only Everlast bags I've seen permanently attached were the short lived "Plastron" bags back in the 1980's used in the beginners sets.
Look at how far the ball protrudes through the base! the more modern everlast ballhooks (pre-plastic) had a flat bottom ball and did not protrude throught the housing. I think this type shown yields a slighter smoother rebound. ( with the rust off, of course.)
