The drawing on the box shows a Whitely ball hook swivel, not the swivel that is for sale. The swivel for sale looks like it needs a bag with a belt that opens, not a fixed loop like we have today. Could still maybe use it by cable tying the bag to the swivel. Rare item.

Was wondering about this set-up. I still think it is, and the attachment method is like the swivel in the photo below. One of my antique speed bags had a "dog leash" type swivel sewn onto the strap. There's been an evolution of ideas over the decades.
Maybe Judge Dutchman would like to weigh in from the bench.
