This is a signal bell, and they were used on streetcars,(to signal the motorman, different than the warning gong) industrial plants, and even carousels. The price is a bit high, and without any verification as to where it came from I wouldn't consider it, unless you just like gongs.
Usually, you just see a large bell (gong) with a small ball-peen type hammer. Title and Ringside used to sell them. I just checked and Title lists there's as a Boxing Ring Gong. I've never seen a timekeeper use one like that pictured in the Craigslist add.
