    It's either a promotional item, or someone who worked for the local bottler put the decal on the base. The base is solid wood, not plywood, or stamped metal (which is what B&M Sport Toys used) and uses a neat three point socket base for the spring rod. Plus it appears that the bag is actually leather, which also indicates the time period.
