Okay, what you have here is the bag from a B&M Sport Toy floor punching bag. It was never intended to be used on an regular platform. This is what it looked like https://www.ebay.com/itm/26493815498....c101196.m2219 It will not last long in platform use

Yes, it's possible. There is a set screw in the metal part that is in the neck of the bag. Measure the diameter of the hole, and buy an eye bolt of a thread size that will fit that. You don't need a long threaded part, just long enough so that the set screw can take hold when it's tightened. Then you can use a eye hook to hang the bag on. Use a smooth surface with no protruding screws or bolts in the area were the bag will hit it. As far as long it will last, number one, it is a toy, and not meant to rebound off a platform. Now B&M also sold what they called a convertible set, that the base could be wall mounted as well configured for floor use with the spring rod. All the ones that I have seen were made with a leather bag, just not the level of quality you would see in striking bags sold in sporting goods departments or stores. Another thought, regardless what kind of bag you ultimately wind up with. Don't try to kill the bag. That's not what it's use was. That level of aggression is reserved for the heavy bag.
